He examines how contemporary topics build upon foundational concepts of diplomacy and warfare\, with a particular interest in how leaders both shape and are shaped by public opinion in times of crisis. His first book\, On Absolute War: Terrorism and the Logic of Armed Conflict\, examines how terrorism both affirms and modifies the classic maxim of Carl von Clausewitz\, “war is merely the continuation of policy by other means.” Prof. Fleury’s current book project focuses on the breakdown of the so-called ‘liberal international order’ as the guiding concept of U.S. foreign policy. One of his primary areas of interest is how the executive branch of government exercises power and how presidents interact with legislatures and their own bureaucracies.\nHe has given briefings to the US State Department\, the Defense Intelligence Agency\, and US Southern Command on issues related to Latin American politics\, and served as electoral systems expert for the Organization of American States (OAS) electoral observation team in Ecuador. He earned a B.Sc. (Hons) in Applied Physics from the University of Strathclyde and then an M.S. and Ph.D. in Oceanography from the University of Delaware. He joined the faculty at University of Connecticut in 1987. Since then\, he has been studying the processes that determine the character of the circulation and transport of materials in the coastal ocean using observations and mathematics. Much of his work has focused on Long Island Sound. He has over 30 years of experience in humanitarian and development issues\, with a strong focus on Africa. He opened Save the Children’s first office in Kinshasa in 1998. Since then\, Greg has held various key positions including Country Director in Ghana and Regional Director for West and Central Africa. In 2014\, Greg led the Save the Children response to the Ebola crisis in Liberia. He also served as Global Program Director in London and held key leadership positions at Save the Children in Washington\, DC\, including Vice President for Humanitarian Response and Associate Vice President for International Programs focused on Child Protection and HIV/AIDS. DESCRIPTION:Trump 2.0 Middle East Policy: Promise and Peril\nTen months into the second Trump administration\, the Middle East has become a more prominent focus of U.S. foreign policy. This period was one of high operations tempo for the United States ranging from a noteworthy trip to the Gulf by President Trump and a major policy shift on Syria\, to U.S. military strikes on Iran’s nuclear sites and the emergence of a 20-point plan for Gaza which began with the exchange of Israeli hostages and Palestinian prisoners. Yet\, the impact of these significant actions remains mixed as the effects of Trump’s tariffs and broader trade war may ultimately undercut these openings to strengthen bilateral relations. \nIran\, Israel-Palestine\, and the Houthis in Yemen remain the three major unresolved variables in the Middle East equation. While Iran’s nuclear and military infrastructure suffered considerable damage from the U.S. strikes\, the country retains the capabilities to cause instability by funneling support to key partners like the Houthis. The development of the Gaza plan and the release of hostages and prisoners were positive steps forward which offered a brief respite of hope after two years of war. However\, the implementation of the next phases of the plan will face significant challenges\, including financial support\, governance\, security\, and reconstruction. In contrast\, Syria and Lebanon present key opportunities for engagement\, but this will require steady and focused diplomatic engagement. \nThis presentation will assess whether Trump 2.0’s overall foreign policy approach—characterized by transactional diplomacy\, selective military engagement\, and attempts to use America’s economic power to gain global leverage—is likely to produce a more durable and sustainable security environment in the Middle East\, amid a rapidly evolving regional landscape. \n  \nWho: Brian Katulis\, Middle East Institute \nWhen: Thursday November 6\, 2025 | Reception: 5:30pm | Presentation: 6:00pm | Post-Presentation Dinner: 7:15pm \nWhere: Flanders Market Meeting Room \nAbout the Speaker: \nBrian Katulis is a senior fellow at the Middle East Institute\, specializing in US foreign policy and national security. He hosts the MEI podcast series Taking the Edge Off the Middle East and authors the column “Making Sense: A Regular Take on US Foreign Policy.” Katulis draws on decades of experience living and working in the Middle East\, where he has forged relationships of trust and confidence across the region with top leaders in government\, the private sector\, media\, national security\, and thought leaders from a wide variety of international organizations. \nAs a foreign policy strategist and senior fellow\, Katulis has produced influential studies that have shaped key regional policy debates and provided expert testimony to congressional committees on his findings. Prior to MEI\, he was a senior fellow at the Center for American Progress (CAP)\, where he built the center’s Middle East program. His career also includes significant experience at the National Security Council\, the US Department of State\, and the US Department of Defense. \nKatulis co-authored The Prosperity Agenda (2008) with Nancy Soderberg\, a book that examines how America’s economic advantages can be used to positively shape global dynamics. Her influential lobbying skills resulted in the approval of several policy recommendations\, including the 5% preferential clause in the government’s national procurement procedure and the allocation of 15-25% of industrial parks’ land to small\, medium\, and women-owned businesses in the national industrial park policy before the Taliban takeover in 2021. With over 20 years of experience in development\, she has positively impacted the lives of thousands of women. In her role as Program Director and trainer for the PEACE THROUGH BUSINESS program\, she has directly trained and mentored over 800 women from more than 17 provinces in the last 19 years. She founded the Bibi Khadija Award\, an annual award honoring successful businesswomen and role models in Afghanistan. The award is named after the Prophet Mohammad’s wife\, who was the first Muslim woman trader. Furthermore\, she established a nonprofit and an online sales portal\, madebyafghanwomen.com\, to support Afghan businesswomen after the Taliban’s takeover in August 2021. She has received several awards\, including the Enterprising Women Magazine’s Advocacy and Leadership Award\, the Leadership Award from the National Business Association of the US\, and the Young Activist Award from the Afghan Women’s Network and the Afghan Parliament. She also won the award for the best membership services and entrepreneurship development of SMEs at the 11th World Chambers Congress. She holds an MBA from the American University of Afghanistan and is the mother of 10-year-old Tasnim. Under the Marshall Plan\, his Father negotiated the first U.S. foreign assistance programs directly with Emperor Haile Selassie in 1948. When David arrived in the Bolivian jungle in 1977 to study Bolivian peasant farmer migrants settling that country’s Eastern agricultural frontier for his Ph.D. in cultural anthropology\, he landed in the middle of a USAID project where U.S. taxpayers were funding roads\, water wells\, and help for the pioneer communities with health and agricultural extension services. Three years later\, David swore to protect and defend the U.S. Constitution as he joined USAID’s branch of the Foreign Service. He served in USAID’s regional office for West Africa living in the Ivory Coast\, and then in bilateral country offices in Peru\, Bolivia\, Guinea\, India\, Rwanda\, and Mozambique. After retirement from the Foreign Service he continued to work with USAID\, including a two year resident contract with USAID/Tanzania. He thought he was blissfully retired in bucolic Connecticut when he was recruited and hired to lead USAID/Tanzania’s project that helped the Agency monitor program progress\, evaluate effects and defects\, and learn and adapt to achieve greater impact with U.S. taxpayer dollars. He and his wife Donna flew out on January 20\, 2025 to land in Dar es Salaam to begin the two year engagement. The new U.S. administration froze all USAID and other foreign assistance on January 24. David’s contract was soon terminated “for the convenience of the government” along with over 5\,000 contracts\, grants\, and cooperative agreements that funded implement partners to save lives\, monitor disease outbreaks\, teach farming\, feed starving refugees and other desperately poor\, improve education\, and strengthen democratic institutions in over 100 countries. Since 1961\, USAID was a critical tool in U.S. foreign policy called the third leg of a stool along with diplomacy and defense. Trueheart’s father\, William Trueheart\, and his godfather\, Frederick Nolting\, were graduate school friends at the University of Virginia and then US Foreign Service colleagues in Paris before their assignment to Vietnam in 1961. \nTrueheart was ten at the time. After Saigon\, he went on to study at Phillips Exeter Academy and then Amherst College before embarking on a journalism career that took him from Greensboro\, North Carolina\, to Baltimore\, and to Los Angeles. In 1983\, he was named associate director of the Institute of Politics at Harvard University and director of the Kennedy School’s Public Affairs Forum. In 1986\, Trueheart returned to journalism as a reporter for The Washington Post as its principal writer on books\, authors\, the publishing industry\, and literary and intellectual issues. Among the authors he interviewed and profiled for the Post were Graham Greene\, John Le Carré\, J. M. Kennan. \nIn 1992\, he joined the foreign staff of the newspaper and served first as Canada correspondent and then as Paris correspondent. After leaving the Post in 2000\, he served briefly as a counselor and speechwriter for the US ambassador to France\, Felix Rohatyn. \nIn 2007\, Trueheart was appointed director of the American Library in Paris\, a century-old cultural nexus and the largest English-language library on the European continent. The American Library in Paris Book Award\, which Trueheart founded\, now honors the best work of the year in English about France and the French. He retired in 2017 and began work on Diplomats at War. \nThroughout the last three decades\, Trueheart has written essays and book reviews for The Atlantic Monthly and The American Scholar\, among other publications. His pieces for the Atlantic include cover stories on the American megachurch movement and the war crimes tribunals in the Hague\, and for the Scholar\, retrospective essays on Lawrence Durrell and Jacques Derrida. \nCharles Trueheart\, who was born in Washington in 1951\, now divides his time between Paris and Staunton\, Virginia. With millions of Ukrainians displaced\, thousands killed or wounded\, and millions more continuing to endure bombardments of schools\, hospitals\, residential buildings\, and power plants\, Ukraine’s survival rests on continued western support. The talk will discuss the latest developments in the war between Ukraine and Russia and assess scenarios for resolution in the short and long term. \nAbout the Speaker: \nOlena Lennon\, Ph.D. is an Adjunct Professor of National Security at the University of New Haven\, where she teaches such courses as the U.S. Foreign & Defense Policy and International Relations. Formerly a Fulbright scholar from Ukraine\, and most recently a scholar at Woodrow Wilson Center in Washington\, D.C.\, she has dedicated her research to the study of conflict management and identity politics in eastern Europe\, focused on domestic and foreign policy of Ukraine. An eastern Ukraine native\, Dr. Lennon has been a regular participant in scholarly and media forums related to issues in Ukraine\, facilitating a more informed and objective analysis of the ongoing Russo-Ukrainian war. He is a senior fellow at the Carnegie Endowment for International Peace\, focusing on U.S. foreign policy. He previously was vice president for new initiatives at the Woodrow Wilson International Center for Scholars and has been an advisor to both Republican and Democratic secretaries of state. He is a Global Affairs Analyst for CNN. \nMiller worked for the United States Department of State for 24 years (1978–2003). Between 1988 and 2003\, Miller served six secretaries of state as an advisor on Arab-Israeli negotiations\, participating in American efforts to broker agreements between Israel\, Jordan\, Syria\, and the Palestinians. He left the State Department in January 2003 to serve as president of Seeds of Peace\, an international youth organization founded in 1993. Through it\, members will receive information on unique international travel opportunities organized by Philadelphia WAC. \nTo kick off this collaboration\, SECWAC’s Executive Director Paul Nugent will lead a trip to Ireland 23-28 September 2024 to explore political and social history of Ireland in the 20th and 21st centuries. The trip will include 2 days in Belfast visiting the Titanic Museum and various sites associated with the Troubles\, and then 3 days in Dublin visiting Trinity College Dublin\, the Irish Parliament\, and sites associated with the 1916 Easter Rebellion. Paul has also organized presentations by experts on Irish history\, Brexit\, and the Irish Constitution. \nPaul was born and raised in Ireland\, emigrating to the US in 1989 after completing graduate studies at University College Dublin.
